The U.S. Department of Veterans Affairs (VA) provides pensions and other benefits to eligible veterans and their surviving spouses. These benefits can help pay for assisted living costs and long-term care by providing monthly income that can be used however the recipient sees fit.
Determining eligibility and the application process for benefits can be complicated and time consuming. In Delaware, the Office of Veterans Services employs veterans service officers (VSO) who can assist veterans and their families in navigating their benefits. Medicaid is health insurance designed for low-income individuals and families, co-funded by the federal and state governments. It won’t pay for room and board in assisted living but can generally be used to pay for medically necessary expenses.
Delaware’s Medicaid plan makes the Diamond State Health Plan Plus (DSHP-Plus) available to all eligible residents. The plan covers the cost of long-term care services, such as personal care, needed therapies, durable medical equipment, and more.[02]

Medicare is federal health insurance for people 65 or older. Medicare doesn’t cover the cost of room and board for assisted living in Delaware. However, it can be used to cover medically necessary services and products that a senior might need while living in an assisted living community.[03] The Delaware Medicare Assistance Bureau provides free counseling services to help residents better understand their healthcare options.
Assisted living facilities in Delaware are required to be licensed by the state’s Division of Long Term Care Residents Protection (DLTCRP), part of the state’s Department of Health and Social Services (DHHS). The division conducts annual inspections of facilities and responds to complaints by conducting investigations as necessary.[04]
Delaware’s assisted living regulations outline standards for resident care, facility operations, and staff training, and are designed to ensure residents receive safe, high-quality care.
