Paying for assisted living in Michigan

It’s a good idea to start planning for how you’ll pay for assisted living as early as you can. The longer you wait, the fewer payment options there may be. Assisted living in Michigan can be paid for through a variety of methods, but most families use a combination of private and public benefit sources. The term “private pay” simply means you’ll be using private, or personal, funds to pay. Private pay options include personal savings accounts, leveraging home equity, or utilizing insurance benefits. Click on the cards below to learn more about some different options.

Michigan is home to about 474,645 veterans, nearly 27% of whom are aged 75 or older.[03] To help veterans pay for assisted living, The U.S. Department of Veterans Affairs (VA) provides benefits to qualifying veterans and their spouses.

Many people are unaware of the  full extent of VA benefits, or they assume they won’t qualify. Many VA benefits are rather generous and more than worth looking into. Additional benefits may also apply if you or a loved one acquired a disability during wartime service. Though this list is not exhaustive, you can view the VA’s list of service-connected ailments to learn more. Some ailments are presumed to be caused by wartime service, meaning you can qualify for disability benefits if you have any of the ailments on that list.

Because navigating veterans benefits and its application process is exceedingly complicated, and there are many different situations that may qualify you for benefits, it’s best to seek benefits counseling before applying. There are many ways to access this guidance, such as reaching out to nonprofit benefits counselors at your local veterans service organization (VSO).

In Michigan, local VSOs include the following:

Medicaid is a state and federal health care insurance program for those with low or limited income. Medicaid is funded by the federal and state governments, but administered at the state level. This means specific Medicaid programs and services can vary depending on what state you’re in. Medicaid will usually pay for some medically necessary care services, but it will not cover the cost of room and board in an assisted living community.

Michigan Medicaid is administered by the Michigan Department of Health and Human Services. It can help cover medically necessary care services, including the following:[04]

  • Dental and vision care
  • Hearing and speech services
  • Physical and occupational therapy
  • Podiatry
  • Personal care services
  • Nursing home care
  • Lab services, X-rays, and medical supplies
  • Prescription medications
  • Mental health care
  • Hospice and palliative care
  • Medical transportation
  • Inpatient and outpatient hospital care

Michigan Medicaid’s health plans and waiver programs include the following:[05]

  • Healthy Michigan Plan offers health care coverage to people between the ages of 19 and 64 who don’t qualify for traditional Medicaid and have incomes below 133% of the federal poverty level.
  • MI Health Link offers complete health care coverage for Michigan residents aged 21 and over, enrolled in both Medicaid and Medicare, and who live in certain counties.
  • Program of All-Inclusive Care for the Elderly (PACE) provides health care coverage for Michigan residents aged 55 and older who meet the state’s long-term care requirements.
  • MI Care Team is a program providing care management, care coordination, transitional care, patient and family support, and more.
  • MI Choice Waiver Program was formerly known as the Home and Community Based Services for the Elderly and Disabled (HCBS/ED) waiver program. It provides Medicaid-covered nursing and personal care services to adults in their chosen place of residence, so they don’t have to live in an institutional nursing home.

Medicare is a federal health insurance program created for individuals aged 65 or older and people with disabilities. Medicare can cover some assisted living costs. However, it won’t cover the cost of room and board in Michigan assisted living. Assisted living requirements and regulations in Michigan

Depending on the facility’s scope of care, the licensure term for assisted living in Michigan is either “Homes for the Aged” or “Adult Foster Care.” In short, Homes for the Aged generally provides care to people aged 55 or older, while an Adult Foster Care home can provide care to any adult.

The Department of Licensing and Regulatory Affairs is responsible for licensing and regulating these Homes for the Aged and Adult Foster Care homes. Both facility types are required to complete an initial resident assessment and develop a service plan at the time of an individual’s admission. But, each facility type must follow slightly different rules.[06] Here are a couple of examples of the slight regulatory differences between Homes for the Aged and Adult Foster Care homes:[06]

  • Homes for the Aged have no specific staffing ratio requirements, so long as a home’s number of awake staff is sufficient enough to meet residents’ needs. An Adult Foster Care home is required to have direct care staff on duty at all times, with staff ratios depending on the size of the home.
  • Administrators in Homes for the Aged must be at least aged 18, have proper education and training, and be capable of properly carrying out all program planning and procedures. Administrators in an Adult Foster Care home must have at least a high school diploma or equivalent and at least one year of relevant experience. They must also be competent in certain areas, such as first aid, CPR, nutrition, and resident safety.

Ease of access to assisted living records in Michigan
