Assisted living in Indiana provides Indiana residents, often called “Hoosiers,” access to highly-rated services and amenities in the comfort of their community. Indiana is in the humid subtropical climate region, meaning its winters are pretty moderate and its summers are hot and humid, especially further south. However, because assisted living costs can vary depending on several factors, Indiana’s cost of assisted living ranges from as low as $2,800 up to about $6,700 per month, according to A Place for Mom’s proprietary data.[01]

Typically, assisted living costs increase as floor plan size increases, care levels become more advanced or specialized, and amenities become more luxurious. All these factors contribute to the nearly $4,000 difference between cost figures in Indiana. Additionally, assisted living costs are generally higher in locations that have a higher cost of living. Overall, Indiana’s cost of living is less than the national average, leading to the lower average cost of assisted living in the state.[02]

Paying for assisted living in Indiana

More and more seniors will require long-term care at some point in their lifetimes, which is why planning ahead for the costs is important. Fortunately, there are a variety of financial aid programs that can help your family pay for senior care. Most families use some combination of personal savings, Medicare, Medicaid, and VA health care benefits to cover the costs of a loved one’s assisted living.

Is your loved one moving out of their home to transition into an assisted living facility? If they choose to sell their house, they can use those funds to cover assisted living costs. In fact, there are several private pay methods that can pay for assisted living in Indiana, from using a health savings account or long-term care insurance to leveraging home equity. Selling a house generates additional funds that can cover assisted living in Indiana.

Reverse mortgage loans take a portion of your home’s equity and convert it into cash, which can be used to pay for assisted living costs in Indiana.

Health savings accounts (HSAs) can cover health care costs and long-term care insurance premiums in Indiana.

Life insurance can be surrendered or sold by the policyholder to pay for assisted living in Indiana.

Long-term care insurance covers some or all assisted living costs in Indiana, depending on the policy.

Over 335,000 veterans reside in Indiana, and just over 24% of them are 75 or older.[03] The U.S. Department of Veterans Affairs (VA) offers veterans benefits coverage for assisted living to those who meet eligibility requirements. Many people are unaware of the VA’s benefits, or they assume they won’t qualify. And, some benefits are more generous than you may expect, and they’re more than worth checking into.

Additionally, generous monthly benefits are available to veterans who acquired a disability during their service. Though this list is not exhaustive, you can view the VA’s list of service-connected ailments to find out if you or a loved one has a presumptive qualification.

Navigating VA benefits, eligibility requirements, and application processes can be complicated. And even eligible veterans or spouses may first have their claims denied and need to appeal. This is why it’s extremely beneficial to connect with a veterans benefits counselor, who can help determine which benefits you’re eligible for and guide your through applying.

In Indiana, you can find qualified veterans benefits assistance through local VA centers and veterans service organizations (VSOs), including the following:

  • Indiana Department of Veterans Affairs can help veterans or their surviving spouses access federal benefit programs as well as state veteran programs, such as medical care, residential housing, and property tax deductions. They offer benefits counseling and assistance in filing disability claims.
  • County veterans service offices (CVSOs) throughout Indiana can provide free access to benefits assistance. They work closely with the state and federal VA offices as well as various VSOs. Use Indiana’s CVSO directory to find an office closest to you.
  • The American Legion Department of Indiana has posts throughout the state. The American Legion help veterans access financial assistance through veterans benefits counseling, assistance, and advocacy.

Medicaid is a state and federal health care insurance program for individuals with limited income. It’s funded by the state and federal governments but administered at the state level, meaning each state can manage its programs and services how they choose. Medicaid can pay for some assisted living services, but it will not pay for room and board in assisted living. Indiana Medicaid is administered by the Family and Social Services Administration (FSSA)’s Office of Medicaid Policy and Planning. Indiana Medicaid’s health plans and waiver programs can cover several medically necessary long-term care services, including the following:[04]

  • Hospital care
  • Visits from a doctor
  • Wellness visits
  • Clinic services
  • Prescription and over-the-counter medications
  • Lab services and X-rays
  • Mental health care
  • Medical supplies and equipment
  • Home health care
  • Dental and vision care
  • Occupational, physical, and speech therapy
  • Transportation
  • Chiropractic services

Indiana Medicaid’s programs include the following:[05]

  • Healthy Indiana Plan (HIP) is a waiver program that can provide medical, dental, and vision coverage to qualifying adults ages 19 to 64 who meet certain income limits.
  • Hoosier Care Connect is a health care program for individuals who don’t qualify for Medicare and are 65 or older, blind, or disabled.
  • The home and community based services program offers waiver programs to help qualifying individuals receive services in their place of residence rather than in a nursing facility.
  • Indiana’s Program of All-Inclusive Care to the Elderly (PACE)is a Medicaid and Medicare program that can help qualifying adults aged 55 or older age in place in their residence of choice. It can help pay for primary care services, nursing home services, prescription drugs, transportation, meals, and plenty more.

If you need help accessing or understanding your eligible Medicaid benefits within your long-term care facility, you should contact your local long-term care ombudsman. You can reach the Indiana long-term care ombudsman at 1-800-622-4484 or by emailing LongTermCareOmbudsman@ombudsman.IN.gov.

Medicare is a federal health insurance program for people aged 65 or older and people with disabilities. While Medicare can cover some assisted living costs, it will not cover the cost of personal care or room and board. You can find out if a specific diagnostic test, medical device, or procedure is covered by Medicare using the Medicare coverage search tool.

Every state offers various Medicare Savings Programs that can help cover Medicare premiums, deductibles, and copayments. In Indiana, the local Medicare programs include the following:

  • Indiana’s Program of All-Inclusive Care to the Elderly (PACE)is a Medicaid and Medicare program that can help qualifying adults aged 55 or older age in place in their community of choice. It can help pay for primary care services, nursing home services, prescription drugs, transportation, meals, and plenty more.
  • HoosierRx is available to qualifying low-income seniors aged 65 or older and helps pay for Medicare Parts A, B, and D premiums, as well as some deductibles and co-insurance.
  • Indiana’s State Health Insurance Assistance Program (SHIP) offers free benefits counseling for health insurance related to Medicare. They can help you determine eligibility, file claims, help with applications, and more.

Assisted living requirements and regulations in Indiana

In Indiana, the licensure term for assisted living communities that provide medication administration and nursing care is “residential care facility.” The Indiana Department of Health (IDOH) regulates licensed assisted living facilities. Any facility that provides residential nursing care or administers physician-prescribed medications must be licensed as a residential care facility.[06]

However, if a facility only provides personal care services, such as meals and housing, but doesn’t provide medication administration or nursing care, the facility isn’t required to be licensed. Such facilities are referred to as “housing with services establishments.” Although licensure isn’t required, these establishments are required to register with the Family and Social Services Administration (FSSA) Division of Aging.[06]

The IDOH runs the residential care facility licensing and certification program and enforces the rules for these facilities. The IDOH staff assess facilities’ compliance by investigating any complaints and conducting health and safety surveys.[07]

Here are a few examples of the specific requirements that assisted living communities licensed as residential care facilities in Indiana must follow:[06]

  • Residential care facilities must provide personal care and assistance with activities of daily living (ADLs), such as eating and bathing, based on an individual’s needs and preferences.
  • The facility is required to provide at least three meals per day every day of the week, along with regular access to appropriate activities and social programming.
  • Each resident can select their own attending physician and contract for on-site health care services.
  • Each facility can choose whether it provides medication administration, residential nursing care, or both. These services must be outlined in their policy manual.
  • There must be at least one staff member awake at all times, and they must be CPR- and first-aid certified.

Ease of access to assisted living records in Indiana

    • Enter the name of the facility into the search bar. The provider will show up on the state map.
    • Click on that provider and then click “View Consumer Report” to view a report on any complaints filed, inspections conducted, and the licensure of the facility.
  • To use the provider list menu, follow these steps:
    • Select the “Residential Care Facilities” heading.
    • Select the county you want to search within.
    • Select a provider name. The provider will show up on the state map to the left.
