Medicaid is meant to provide insurance benefits to low-income individuals who may otherwise not have access to health care coverage. In Arkansas, the Medicaid program is commonly referred to as Access Arkansas and is offered through the Arkansas Department of Human Services (DHS). Medicare is a federal health care insurance program offered to seniors ages 65 and older. Medicare will not pay for room and board at memory care facilities.

In Arkansas, all memory care facilities are called Alzheimer’s special care units (ASCUs). All ASCUs have to obtain a license from the Arkansas Department of Human Services, Division of Medical Services, and Office of Long Term Care.[03]
Memory care residents typically require higher levels of care and are less independent than those living in assisted living communities. However, the regulations that apply are the same as those for an assisted living facility.
Arkansas classifies assisted living facilities as either Level I or Level II. The only difference between them is that Level II provides a broader scope of assistance and health care services, such as medication administration. Both levels can provide memory care in Little Rock.
